Higher Education Institutions in Latin America and the Caribbean: Analysis of Quality Assurance Systems and Their Challenges

Abstract

The mechanisms that make up the quality assurance systems of higher education in the context of Latin America have been integrated in order significant guidelines for improving the quality of higher education institutions, a process that has also made it possible to identify the strengths of the systems as well as the important shortcomings and how they can be improved. The objective of this work is to analyze from a regional perspective how quality assurance systems function and to establish similarities and differences among them. Documentary analysis was used as a technique for collecting information and the criteria considered to select the parameters is that they will present the minimum information for analysis, thus creating an overview of the essential and characteristic factors that evaluate the agencies in higher education institutions, allowing to identify and conclude that despite the consolidation, legitimacy and commitment of the agencies, the time has come to reconsider their efficiency. As a result, significant deficiencies were identified in the agencies’ state regulatory processes, evidenced by weak government coordination in the design and implementation of evaluations, limited objectivity in procedures, and the involvement of actors with insufficient expertise in the field of evaluation.

Valeska Concha Díaz , International University of La Rioja

Doctor of Education Cum Laude, extraordinary doctoral award 2023/2024 from the University of Valencia, she holds a Master's Degree in Policy, Management and Administration of Educational Organisations from the same institution. She also holds a Degree in Early Childhood Education and a Bachelor's Degree in Education from the University of Concepción in Chile, complemented by a specialisation in curriculum and educational assessment.
She currently supervises master's theses at the International University of La Rioja, the European University and the International University of Valencia. At these institutions, she is also a member of assessment committees and teaches on various degree courses. She is also an active researcher in areas related to systems and the environment, teacher training, teacher identity, and educational assessment and measurement. 

Laura Leniz Maturna , Viña del Mar University

Early Childhood Educator and Doctor of Educational Psychology. She currently works as an academic in the Early Childhood Education programme at the University of Viña del Mar and is an undergraduate lecturer and master's thesis supervisor. Her main research focuses on the quality of interaction between significant adults (family and educators) and its relationship to cognitive, linguistic, motor and socio-emotional development in children aged 0 to 6 years. She has also collaborated on research related to the pedagogical curriculum and evaluation of educational systems.

Bertha Guamán Guaya , University of the Armed Forces (ESPE)

Doctor of Education, with experience in the field of Teaching and School Organisation, where she has researched the teaching and learning processes developed by Ecuadorian teachers. She is part of the GEM-Educo research group at the University of Valencia and collaborates with the research team in the Department of Teaching at the University of Valencia. She is also an academic at the University of the Armed Forces of Ecuador and serves as director of Master's Theses (TFM) focused on educational management projects.
