The Influence of Performance-based Budgeting on the Quality of Public Spending:The Case of Poor Districts in Apurímac, Perú (2011-2015)

Abstract
The Results-Based Budget is used to ensure the quality of public spending, focusing on timely results and spending capacity. In the development of the research, 37 municipalities of poor districts were taken as a reference, those belonging to the first and second poor quintiles according to the poverty index. Using descriptive research and a mixed approach, the allocation of financial resources was analyzed to improve the quality of life of the population through the collection of data from educational, health and other institutions. According to the analysis of the data and the surveys, it was determined that the budget administered by the municipalities solves some needs and slightly improves the quality of life of citizens, in addition to the fact that the resources assigned to the district municipalities are insufficient to address the real problems of each district. In conclusion, the application of results-based budgeting in poor districts has a slightly positive influence on the quality of spending in the five years of the study, since malnutrition and anemia rates, poverty rates and illiteracy rates decreased, thanks to the orientation and execution of the budget based on results
