Abstract
This article discusses how governing councils established in the New Kingdom of Granada (Colombia), disillusioned by the stance of the courts in Cadiz versus Creole representation and aspirations, while wary of the hegemonic pretensions of the vice regal capital, opted to develop an early and sparse constituent process which gave rise to several constitutions that preceded the State and society of the Constitution of Cádiz in March of 1812, and in more than one instance exceeded its conception of citizenship
