Abstract
Article 28 of the Law on Modernization of the State – to which must be added, for tax matters, Article 21 of Law No. 05, published in Official Registry No. 396 of March 10, 1994 – brings with it a complex problem, which, contrary to what might be believed, is not limited only to the areas of Public Administration, but also strongly affects judges and those subject to administration.
