Abstract

The interconnection and reciprocal dependence between EU law and national constitutions are now widely accepted in European public law, becoming almost explicit in established concepts such as Pernice's "multilevel constitutionalism" or von Bogdandy's "dual constitutionalism." This article focuses on analyzing the influence and complex interplay between national parliaments and the European Union, clearly positioning itself within the new "multilevel" European constitutionalism. It examines the interdependence between EU law and national laws in parliamentary matters. Descriptively and analytically, it studies the role that national parliaments can and should play in the process of European integration, as well as in the pursuit of greater democratization, and provides the necessary elements to legally assess the extent to which they actually represent this role.
