Abstract
El orden internacional de las últimas décadas, tal como se configuró a fines de la Segunda Guerra Mundial, ya no tiene asidero en el actual estado de los asuntos internacionales, en el que predominan el desorden y la poca (o nula) previsibilidad de los actores en los ámbitos tanto interno como externo. Proliferan en Occidente Gobiernos con cada vez más dificultades para gobernar.
